if u r talking about making your own Operating System, sure, if peps at microsoft can do it, so can u, u rn't anything less than they are. you just have to be really good at programming and know what you are doing. however, u can't make OS with the name Windows XP because it is copyrighted by microsoft. u can make another OS in different name.

if you have to ask this question, you probable don't have the programming experience to write an OS. But as with everything else in the world, if you want to bad enough you can make it happen.
