My spouse is in the middle of a 3 year tour. The area we live in is trulyyyyyyyyyyyyyyyyyyyyyyyyy awful. We've never had a bad tour and this is our 4th one. Is there an administrative thing we/he can do to get us sent somewhere else?

He can request orders to attend school or perhaps pull special duty (like Operation Deep Freeze at McMurdo (Antarctica) or, he could look for a "swap." All in all, it falls back on "the needs of the Navy."

If he is on a sea tour, he is pretty much stuck until the end of his obligation (PRD), unless he can work out a swap, which is very difficult to do and you have to pay to move yourselves and are entitled to no travel pay or DLA, etc if you do swap. If he is on shore duty and has completed 24 months, he can look for orders and route a 1306 through his command to terminate shore duty early. First however, he needs to communicate with his detailer or they will absolutely not work with him. Thier priority is to the people that are in their PRD window.
Hope this helps! I think all of us who are AD/married to AD have gone through bad times and we just have to buckle down and get through it the best way possible.

If he's on shore duty he can terminate it and go to sea. If on sea duty, if he's finished at least two years, he can request a split sea tour and get sent to another ship for a minimum of 2 additional years. If near the end of his enlistment he can re-up for orders.

Is he shore duty? If so he can terminate and go to sea. He can also put in for swap, but that is usually a long shot.

You used to be able to swap duties but it's very difficult. He'll have to find somone with the same rate who wants to swap duty. When I was on a ship they would post people who wanted to swap but if you're on a sucky duty station not many people are going to want to swap unless theres is worse. He needs to talk to his navy counseler.

He can call his detailer and ask, other than that , ask for a swap, or ask to terminate shore duty and go back to sea.
