If you are going to sell reloads to the general public, you not only need a special manufacturer's permit from BATFE, but a local business license AND about a million dollars worth of liability insurance, as well.
Oh. by the way, you will also have to aquire an approved worksite, as well; you can't run a reloading facility out of your hobby room, either! This means inspected and approved by BATFE, as well as about 1/2 dozen LOCAL busy-body 'authorities'.
In other words, it AIN"T WORTH the B.S.

While I'm sure that your ammunition is very good quality, MOST people won't buy reloads from someone they don't know VERY well. I would recommend that you look into the legality of manufacturing ammunition for sale without a permit. Whether that was your initial intention or not, BATF is probably going to assume thay a person with 20k rounds is not a shooter and casual reloader who just wants to sell a box or two. Remember, the BATF generally assumes the worst and has no sense of humor. Another thing to consider is YOUR liability if someone gets hurt shooting your ammunition, regardless of who is at fault. An even scarier scenario is if someone shoots somebody with your ammunition. THAT could turn into a legal nightmare real fast. Just give these points some thought.

Yes, unless you are considered a licensed manufacturer by the ATF's standards, producing reloaded ammunition and selling it would be illegal. Although I have never heard of it being enforced. Personally, I would never sell any that I reloaded or give some to anyone because of liability issues.
Here in America, even if the person buying it from you does something really stupid like shooting a gun with an obstructed barrel and gets hurt, some lawyer will get them a settlement from the gun or ammo producing company.
In the case if you sell ammo, if something bad were to happen, the round that causes the accident was fired. Thus, there is no evidence if it was safe; it could have been over-charged, under-charged, bullet was seated to deep, etc.
Its not worth the few dollars you can make from selling it. The insurance and licensing fees would equal massive expenses.

As otherwise said, you MUST have a manufacturer license from BATF before making ammo for sale, whether reloads or new ammo. That applies if you are talking about commercial reloading.
If you are talking about selling some of your pet handloads to a pal at the gun club, DON'T DO IT!!!!
Even if the BAT-men don't come crashing through your door at 3:00 a.m., you are wide ope for a lawsuit if they handloads cause a problem in your buddy's gun. And just because the ammo is safe in your guns is no assurance that it is safe in any other gun.

Of course. You need a license from the ATF to manufacture ammo for sale.
If you are just reloading a couple boxes for a buddy for beer money, once in a while; then you do not need the license. If you set yourself up as a reloading business, then you need the ATF permit/license.

I dont know of any federal regulations, but there may be local ordinances in your area. I think I would be concerned about the "litigation society" we live in. Everyone is just looking for a reason to sue. If your ammo results in an injury or death say good bye to your house and belongings!!

depends what you are asking if you are a business selling personally reloaded ammo from a Person its risky the reason being when a Large manufacturer sels ammo they are responsible for any damages that are caused by faultyu loading if you Load ammo be sure they know you arent responsible but i would only sell it to friends

It would be best to call the ATC, your local defense attorney office, or a local gun store.
Legal questions on yahoo can get you into big trouble because of the yeahoo's who answer.
