Leonard answered this question long time ago.... When he beat Wilfredo Benitez in 15th rounds, he beat boxing's all time defensive master in his prime.
Being Puerto Rican, it was hard to watch. Mayweather may appear faster, but Leonard made sure that his speed was effectively applied to win the fight....not just survive and hope for a win on points.
Leonard also played the same game PBF did with DLH. In Leonard's case, he was tasked with fighting The Hit Man when the nick name actually applied. Hearns was lethal at welterweight. Hearns put quite a beating on Leonard. Losing badly on points and cut up, Leonard put Hearns though the ropes with a 14th round stoppage.
Don't confuse PBF for anything other than an un-tested fighter. He has not earned the right to be compared with fighters such as Leonard. I don't care how many titles he has held...that doesn't mean much now days.

Leonard by far. Floyd is fast, but he throws basically one punch at a time. Leonard would throw fast, hard combinations in bunches and was a killer if he got you hurt. That's when you would really see his speed. Remember that follow-up flurry in the 13th round of the first Hearns fight after he wobbled Tommy with a good right hand? I don't think i've ever seen a fighter's hands move so quickly. Go back and take a look at it and see for yourself. Floyd has good speed, but he's always thinking defense so he doesn't let his hands go a whole lot. I think Floyd's speed would improve a lot if he threw punches in bunches, but he's just not that type of fighter.

In an actual fight, Ray Leonard simply because he was able to hit his target . Floyd Jr. is fast when shadowboxing or fighting his bums of the month. See, he couldn't get clean shots at De la Hoya when the guy, at 34 years old, was obviously slow and well past his prime. Floyd Jr. is extremely overrated.

Leonard. Floyd has one punch speed, Leonard threw his punches in combos. Jones Jr. was faster than both though, as was Meldrick Taylor.

sugay ray has faster hands especially on offense....but floyd has good defense, headmoves, and quicksteps. making his punches fast, more of a defensive puncher.
