The general grade officers are selected from the available O-6 (Colonel or Navy Captain) ranks. Their promotion does require congressional approval.

In some rare cases, a person might be directly commissioned as a general officer by the president (again with congressional approval), but I know of no cases since World War II.

First, you must graduate High School with a 4.0 GPA, be in excellent physical condition and go to West Point, USAF Academy, or Naval Equivalent. Graduate at the top of your class, become a 2nd Lieutenant, work diligently, get promoted up and up, become involved in politics, meet and greet top officials, finally, make it to Colonel, and then through politics, make your way up the stars.

Up to Lt. Colonel it is hard work then it becomes very political. They must recommend the promotion & approved the Military Commission.
