MOA = Minute of Angle
Minute of Angle = one inch at 100 yards.
Most scopes, using the adjustment knobs, move the point of impact one quarter of an inch at one hundred yards. Four clicks = one inch of movement.

It means 1/60 of 1 degree of angle which is very close (the difference does not matter) to 1" at 100 yards. In a scope adjustment that is 1 moa one click would raise the point of impact 1" at 100 yards. Which would be OK for a hunting scope designed for close range, but it mean that at 200 yards it would be 2" and 3" at 300 etc.

Minute of Angle means the gun will shoot within an inch at 100 yds. 1/2 MOA means it will shoot within one half inch at 100 yards.
