I have an answer for you which you may believe or not as you prefer: When "God" (by whatever name you prefer; I call him AurL) considered creativity, he realized that his grandiose plan would consume immense space. He was not, he knew, the first entity to attempt the creation of a cosmos although he did suspect that he might well realize the original success in that area. However, his production would necessarily annihilate the fractured efforts of previous creators' endeavors, including those of entities who were obviously evil. Still, being benevolent by nature, AurL could not, in good conscience, incite destruction by evoking his own cosmos, so incorporated all beings extant within the abyss into his own universe, notwithstanding those who were the epitome of Evil, because, in fact, Evil is the polarity of Goodness, and they are both essential psychically and physically to the cause of momentum, the activation of the Universe...

The serpent (or Satan) was created an angel of light. His pride kept him from obeying God and he was tossed to the earth alone with a third of the other angels. His original disobedience towards almighty God through free will was the first evil. He then tempted Eve and Eve gave to Adam and the once perfect Creation of man was forever fallen. Only to be reconciled back through the blood of Jesus Christ.

Like God created light by separating it from the darkness, evil was created as a result of God's defining "good."
Genesis 1:3
And God said, Let there be light: and there was light.
4 And God saw the light, that it was good: and God divided the light from the darkness.
5 And God called the light Day, and the darkness he called Night. And the evening and the morning were the first day.

In Chapter 2:16-17 God gave instructions that man could eat of all the trees save one; the tree of the knowledge of good and evil. This is called the Covenant of Works. In this covenant of works Adam represented himself Eve and all that would come from him. He was the root of all mankind. If he kept in perfection the covenant he would be blessed to all eternity, if he breaks the covenant then death. Now it is important to note that Adam had the power to keep this covenant. Adam was not like us he was sinless and walked perfectly before God. Adam had the law of God perfectly written on his heart. Adam was created holy, and righteous, but he was also mutable or changeable!
Mankind’s relationship with God was severed when man chose to follow the devil instead of his creator. When we fell, we lost communion with God and came under his wrath and curse. A plague of sin followed man in this world and with that death and decay.

God creted satan as an angel, satan thought he was better than God, rounded up some rebellous angels, tried to take His throne, God cast them down, and satan created evil. in a shorter way, God created the creater as a god-guy, and he became evil.

Metaphysical answer: Mostly evil is either a sort of warping of the Pattern/Space time (whatever you like), where one's intentions are simply unable to render a positive result,
OR
it is the result of plain-old people's stupidity, selfishness, short-sightedness, etc. Which in turn is in effect an extremely local example of the warping mentioned above (it is in this case contained within the individual's head, as it were).
