At first they looked like the skin bubbles you get after a bath, But they are tougher than that. they look lik they are under the skin but they are rough to the touch. The only reason why I think they aren't plantars warts is cause they dont hurt her. any suggestion would be most helpfull.

Just keep an eye on them for now. In a few days, if they're still there and haven't changed or have gotten worse, give your doctor a call. Maybe talk to the nurse first and see if she has any ideas on what this could be..
