Can I just say that birth ,marriages and deaths were all registered for the first time starting on July 1st 1837, through to the present day.. In answer to your question the minimum age of consent for a girl was 12 and for a boy it was 14, with parental consent, this continued until 1929 when the age was raised to 16 for both sexes, with parental consent. Up till 1969 parental consent was required until a minor attained the age of 21, when it was reduced to 18 as it remains today. Although BMD's were not officially recorded until 1837, one should add that marriages were performed in church/synagogue and so the place of marriage would normally hold the records (often now placed in county record offices and sometimes indexed by family history societies). Also, bear in mind that some people might lie about their age, or not even know accurately what their actual age was.

English common law followed Roman law until the late 19th-century, which meant that with parents' permission, girls could wed at age 12 and boys could wed at age 16. During the latter part of the 19th century, English law raised the legal age for girls to marry to age 14. Of course, all minors (under age 21) required their parents' permission to marry.
In practice, however, most couples didn't marry until the young man could provide for his bride, and she could bear children. Women often didn't reach puberty until around 16 or 17 in early 19th-century England. Often times, the groom was in his mid-twenties and established in a trade.
