Our problems lie, basically, on having you (The US) as neighbors.
You sure like your drugs, and since we're the poorer neighbor, all the corruption, violence and drug problems we have come from having to suppliy all the drugs to satisfy your ravenous appetitte for them.
By the way, I'm Mexican, Living in Mexico, and I've never EVER seen the government encourage illegal immigration. They can't stop it, of course (doing so would be unconstitutional), but they surely as hell don't encourage it,

Problem facing Mexico, a corporatist state that promote private monopolies at the expense of free compeititon in the markets. Second, drug cartels killing innocent, and the amount of curroption in goverment in Mexico. Third, immigration of skilled workers out of Mexico creating problem to grow the economy faster. Fourth, lack of taxes paid by the wealthest Mexicans to paid for the insturcture like schools, and roads to help the people have a decent standard of livng. Finally, too much dependance on Pemex to fund soical services with oil profits. The United States will pay a heavy price if immigration reform is done incorrectly because if Mexican economy collapse so will Untied States because of the strong interdependance between the two economies. Mexico has the potiental to be as wealthy as Japan or Spain if the right people make the right disicision, or else its regulated like American south was pre-1940. Mississppi in 1950 is what Mexico is today, and remember millions left Mississippi delta area in the 1920s and 1930s because of ramapnt poverty like Mexico has today.

so...most of these answers are garbage. but...i would listen to what Toooool said....sort of.
the major problems mexico faces are drugs and cooruption...mostly due to drugs! the drug business in mexico grosses nearly as much as the oil industry and tourist industry!!! and these drugs are shipped to the US. so in a way, he is right...many of mexico's problems are fueled by the US and it's desire for drugs. it's really sick. the drug dealers are taking over the country, and mexico's citizens are scared and suffering. the drug lords are very powerful.
the other problem....cooruption...is long standing, and the public has a deep seeded distrust with politics. because they don't believe the government will use their money for good, many mexicans do not pay their taxes, and the government has no real efficient way of collecting.
people leaving the country to go to the US is NOT a serious problem. and NO, mexico does not encourage illegal immigration to the US.

The biggest is the insecurity. Families are not safe anymore. Kidnappings, thefts, corruption. Lack of opportunities. When a university graduate with a doctorate can't find a job. You know there is a problem when people with money and university education start to come to the u.s. to live there is trouble there.

A long bloody war, a revolution. The Mexican President doesn't listen to the people, and the Mexican people are tired and angry. That is why they come to the US. But then we are starting to show the same trend.
