See Exodus 32:7-14. The LORD wound up agreeing with
Moses' s suggestion. Surely God already knew what the best course of action was, didn't he?

sok: Yes; God did know what the right course of action would be. One thing God had to know is, where did Moses stand on the issue. Take into account, that God had a vested interest in Moses regarding the future, ushered in at the return of Jesus Christ to this earth, you can understand why God had to know for sure where Moses was at in his [Moses'] spiritual growth.

God did not 'need' Moses permission..for God already knew that Moses would pray and that He (God) would answer. It suppose to be an example for prayer.
