You can try and buy an elliptical machine. I have one and it has really toned up my arms and legs. You do not need an expensive one they are a great investment, since I would never be caugt dead at a gym. The one I have was only $199.
My belly is a problem area too. I do crunches. I started doing them a few weeks back. I hate ab crunches, but they are necessary if my belly wants to slim. I know what you mean with summer around the corner, I really want to lose the weight too. Walking also helps, 30 to 45 min a day at a moderate or high step helped me before I decided to invest in an elliptical. Watch your calories. A fellow Y!Answerer gave a great site that helps track your progress and calories, it has really helped.

Avoid junk food and get regular exercise. There's no magic formula to get rid of fat. It takes time, so find a type of exercise you enjoy or at least don't hate -- that way you're more likely to stick with it. It could be running, swimming, or even just walking 30 minutes a day. If you can get your parents to drive you someplace like the YMCA a couple of times a week, that might help you add some variety to your routine and prevent you from getting bored. (For me, it's also motivating to be around other people who are exercising.) Make a schedule and follow it, and you should start to see some results in about a month. Good luck!

by overall weight loss, we cant choose which body parts to lose the weight off.
find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have lean meat (protein) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min, light weight training
dont consume foods that are made of white flour (white bread, cakes, past etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried, oily.
ofcourse you can spoil yourself once in a while with a little treat:)

Run Sprints outside. Find 2 places (maybe 50-150 yards apart) Then run as fast as you can from one place to the other.
Squat Jumps and Lunges will also help.
Take walks or jogs.
Get your parents involved. Make it a family plan!

you wont need a car for this 30 min. running daily or 45 walking should help
