is there a button combination to turn on/off the external amps bass on a '97 ford explorer jbl/ luxury system?

No, there isn't. If you're not hearing bass from the sub-woofer, it probably means there's a problem with the amplifier or the sub. (Blown subs are not uncommon in those vehicles).
