'Normal dandruff' doesn't usually itch much, so -
] quit using all products on hair
] buy and use a clarifying shampoo - lather and rinse twice, thoroughly
] scrub or wipe down all combs, brushes, barettes, headbands, etc,
] do this for two more shampoo days, not using any other product [ wear a braid, or use a hat ]
] re-assess your hair, and buy shampoo formulated for it - oily, dry, dandruff, etc, as well as conditioner.
] drink about 1/2 gallon of water aday - helps flush out any toxins in your system
] eat a nutritious diet - lean protein, whole grains, lots of fruit and veggies - no fried, fast, or junk food, not even diet junk food
] take a good multivitamin with minerals every day - sometimes a tiny amount makes a big difference in hair or skin
] if this doesn't start to work by one week, you may have something worse than dandruff, and should see a dermatologist

It matters what is causing it. You should talk to your local Pharmacist. Some shampoos are acidic, and some are basic. They can help you determine which you need.
