You don't. It's none of your businress.

If you have actual first-hand knowledge of fraud (for example, if you are the bookkeeper and KNOW that income is not being reported or that expenses are being inflated) the IRS may be interested in your knowledge. The only way you can find out if they are cheating is to here about their trial on the news. If you have reason to believe they are cheating, you can report them to the IRS. If the IRS considers your information to be valuable, they are authorized to give rewards. Unless you have proof of fraud and the IRS doesn't already know, don't expect a reward.

if you are the irs then there are none cheating. if you are a regular joe, well get the same job as they do and see if you get cash and compare how much are they reporting to taxes.

Ask 'em. Some people are quite proud of the fact that they cheat on their taxes, and would be more than happy to tell you all about it. Be descreet when you're taking notes. ;)
