it's not so hard but you need concentration and curiosity while working with graphics software. While working with Photoshop, use multi Layer. If you do this, there won't be chance to be messed up ur designed things and can be edited any time as you wish. You can edit your text or layer using> Layer style (you find on Layer menu- It helps to edit your layer>remember choose your Layer which you want to edit) and Style (you find on window menu-It changes looks of your layer). Use Stamp clone Tool to add cookies on your stuffs. 4 cutting out Pictures on your desired shape use Magnetic lasso tool. Any way, you must be familiar with all tutorials/tools ( and ideas of color mixing) to design on your own way. Interesting thing is that, while you work with Photoshop, you find every time a new idea. If you wanna add more uniqueness <>install plug INS. Now you are the Boss.
Best of Luck!!!!!

Trace the people using the polygonal lasso tool....Image > Adjustments > Hue/Saturation...check the "colorize" box in the bottom right corner of the dialog box and adjust the color to match a skin tone. The person will then appear to seem "stylized" like they were a really good computer-generated character.
You can then use lighting effects to make multiple people appear to be standing in the same "plane"

The image you posted is obviously the work of someone who is an experienced graphic designer. Yes, you can do it with photoshop, but it is going to take time, patience, and a lot of trial and error and learning. Look up tutorials, and learn the basics, and them explore and experiment, and in time you will be doing cool stuff too!
