My new Mirai LCD 32" keeps turning to a blue screen where theres very high flashes on the screen .is this norm

Bar none, no its not normal. Sounds like an electrical problem within the LCD itself.

Check your Scart connections and if your using the black cheapo ones, chuck them they are Rubbish

Mirai TVs are cheap.

You have now found out WHY they are cheap.

Remember, "Buy cheap, buy twice".
