If you've yet to master the basics of English, why start on another? Graduate from elementary school, first. They'll start offering foreign lang. classes in middle school.

Best way to learn a language is to find a friend that speaks one or go to the country that speaks it for at least one year.
Notice that I said the "best way", not the "only way"
