Sorry, but The gov doesn't care about your injuries, deaths, and damage, only your tax money, and fines paid.

The government don't pay for the damage, injuries and deaths that result from road accidents - insurance companies and families do.
I think it would be a good idea to have the insurance companies run incentives for people to attend such courses - x% discount for x amount of hours.

Obviously, governments would not pay for such a course.
However, I do believe it would be appropriate to introduce a sort of ongoing system during the period of official learning , similar to the hours spent by people learning to fly. All learners should receive official training with a strict monitoring of the learner's progress and records maintained.
The final official test should be more extensive and thereafter tests should be officially undertaken on a regular ten year basis. I truly believe that anyone found to be driving without insurance or license should be banned from driving for a min. of ten years. Anyone found driving a stolen vehicle should be banned for a min. of 15 years.

An excellent idea, but unfortunately you would still get the idiots who think they are the worlds best drivers. They will pass the advanced test and then behave like idiots, ignoring all speed limits and threatening all those who have the audacity to criticise their appalling driving behaviour. I think crushing their cars into 12 inch blocks and drooping it on them would protect the public more.

We can't get the government to pay for the things that are really needed. Why would they pay for things that aren't.

Hardly anybody even conforms to what they were taught for the basic test and the majority also ignore speed limits. Talk about casting pearls before swine...................
