Here are some completely free programs that will do what you want to do, but you have to know how to do it, it's not a one or two click process (except Picasa has a feature that is easy).

That is usually Adobe Photoshop. It costs about $650.00, and you can download a 30-day trial from Adobe.com. If that's too much, consider Adobe Photoshop Elements (less than $100.00) or Gimp (free, open source software).
