How long have you been doing the same routine of cardio? Sometimes your body plateaus and you can't lose any weight past that because it has become accustomed to the workout. Switch it up a little, do different things at different parts of your workout. Throw in a little strength training. Go with low weight and high reps. In other words, fool your body...GOOD LUCK!

What kind of cardio exercise is it? If it is mostly aerobic, with an intensity level lower than 75%, you won't see a huge change in body fat. Are you weight training? Again, lower intensity exercise will not be enough to facilitate body fat loss. Interval training, along with intense weight training is the way to go. None of this will be significantly beneficial unless you are eating right. Calories in must be lower than calories out.

You also have to remember that if you are building up a lot of muscle, it weighs more than fat.
