Depends. If the grammar so bad as to be laughable, the content of the question will cause me to pass. This isn't true every time, but very often. Let's face it, there are some questions that I just can't be bothered to answer.
Sometimes, I can tell that the questioner is not a native English speaker, so I just let the grammar pass.
I try to be as forgiving as possible. I try to stay away from stupid questions that beg snarky answers, since I'm trying to be less negative toward people, but that doesn't always work out that way.

No;I just shake my head in disappointment and disgust. When I taught school for 20+ years we had standards for grammar and spelling.When I see so many young people making rampant errors and posting their careless mistakes in a public setting,I feel that I wasted those years of teaching.
Poor skills are not laughable but pathetic.

Only rarely. I mostly shake my head because it's really sad, and points to the poor education system we have in the USA. Also, a lot of people who use English as a second language type very poorly worded sentences, and I find it hard to criticize them, because learning French and Spanish wasn't easy for me, since it was not my native tongue.
