That's exactly what it says, nothing more, nothing less :-) (so many people have added stuff to their translations and tried to guess things about the context, but I really don't see the point of doing that!)

Maybe, The bidder's request is that the coin already be in the collection and available.
In other words, don't offer to sell me a coin you don't actually have.
"des Bieters" is genetive "of the bidder", so "bitte" must be a noun here, in which case it means a very polite request.
