Is this your only income. You may not have to file, however it is best to file even if you do not owe taxes or even if not required. The IRS computers will have records on the 1099 income.
How long have you been outside of the U.S. will determine if your other income will be taxable . Note 1040NR is for aliens,and you stated you were a US citizen.
Have you considered contacting a CPA or tax accountant?
A consult will be rather cheap.

No! As a US citizen, you always file Form 1040, NEVER Form 1040NR.
If dividends are your only income they go on Schedule B of Form 1040. Keep in mind that if you have other foreign-source income it IS subject to US taxes as well.
Get a copy of IRS Pub 54 from the IRS website for further information.

Form 1040NR is for non-citizens not living in the US. Form 1040 is for US citizens (as well as non-citizens living in the US). So, Form 1040 is your main tax form.

I would not file at all ... but I would think that is the form .. you can call 800-829-1040 and they will tell you exactly what you need to do.
