He has tried unplugging it -holding the ctrl button down while pressing F-11 to find the right setting but nothing works. What do we do now?

How old is he? 2 possible reasons why this happened.....He was tinkering around in the windows files and deleted something he shouldnt have, or he got a virus.....Either way, theres no magic fix fore this because the amount of possible files that could be corrupt or missing are enormous so you need to, or make him, reinstall windows.... maybe next time he will be more careful.....

You could try "repairing" windows. Put your windows install disk in the cd drive and start your computer just as if you were going to install windows. When the screen appears that says do you want to install or repair, choose repair. This will open the "Command Prompt" Window. At the prompt type chkdsk /r (there is a space between the last k and the /, and hit enter. This will start the Repair Console. Let it run until it's complete, it can take some time. But this should repair the problem. If it doesn't then your only avenue would be to reinstall windows.

start in safe mode f5, put disk in computer tell it to start with CD rom support.
