regardless of which country you're bringing them in from.
no more than 200 per person.
others who tell you more, are mis-informed
as Customs & Excise could/can & will pass the discrepancy in tax, on to you.
people have lost belongings, cars & the like from bringing in more than the 200 allowed, they'll imply you're trading or selling them.

I really not sure, but, just yesterday was talking with a guy and he was saying his friend bought some smokes in Mexico and they allow two cartons. But, I not sure if it true, just what I was told. But, if it two for Mexico it be the same from any country.

Not sure how up to date this is;
Tobacco / Snuff ("Snus")
You are permitted to bring 100 cigars or 200 cigarettes (one carton) into the US duty free, or one roll ("stock") of snuff into the US duty free.

As many as you are going to smoke yourself and not any that you intend to sell on at a profit.
