Calstar makes good blanks -- As a kid my brother had a 210 as a 20-pound spinning rod. Check out their website -- they sell finished rods (conventional and spinning) as well as the blanks, so you can get an idea of what their blanks are for.

Honestly, spinning tackle for yellowfin tuna isn't a good idea. Even the little schoolies of ten pounds or so you get in the late summer off San Diego can run 30-50 yards or more of line off the reel -- and each time the spool makes one rotation as a fish runs, that's one more rotation of twist in your line. Catch a few of these fish and your line will be so twisted it's unusable. As a kid I fished for 3 to 5 pound bonito with light spinning tackle -- great fun, but the line would be so twisted after half a dozen fish I'd have to quit fishing and replace it. With a baitcaster, I could catch them all day. With yellowfins, the problem would be much greater.

For yellowfins of 30 pounds plus, I wouldn't even consider spinning gear. Yes, I know they have been landed on spinners, but that's just making it much harder on yourself than needed. Spinners are good for casting light weights, but if you're jigging, the lure is heavy enough that you don't even get that advantage.

You're better off with a conventional or baitcasting outfit.

As blanks , I'll go for Calstar. But there some very good manufactured rods from Penn, G.Loomis, Seeker etc.
If you are on a tight budget you can find some very good Ugly sticks.

Lamiglas or Seeker. St. Croix makes great fishing rods but I don't think the company sells blanks.
