They are formed, from the outer layer of the three basic layers of the embryo (ectoderm, endoderm, and mesoderm in between) present in the first 10 days after the ovum fertilization...
It is quite curious, that the most evolutionized and specialized cells in our body, come fromthe very same layer that produce skin in the future human being...
The answer is ECTODERM layer of the embryo (the most superficial or backwards, depends on how you put it)

neurons are nerve cells so they are made in the embryonic state
and arise form the brain and descend down to form te spinal cord and this proliferates to form nerves throughout the body in time
like the branches of a tree

from the ectorderm. this is where the neural crest forms in early development. Neurons and most organs of the nervous system come from here.
