I think you're referring to the attracted-then-repelled behavior of a pith ball when a charged object is brought toward it. Answer B best describes the cause of the resulting behavior. When the ball and the other object are touching or nearly so, the charge jumps between them and roughly equalizes the charge density, causing repulsion.
