Yes, "Green Car" means first class, and almost all JR express trains offer this service. The only problem is the price, which depends on the distance traveled on the train. For instance, you will pay 1,240 yen for the first 100 kilometers you have traveled, and 5,150 yen for 600 kilometers.

There's the Green Car and there are roomettes with their own TVs. I assume it's celebrities or people who have security issues who feel the need for their own roomette on a two hour trip.
