The raised scales would indicate a case of dropsy. This isn't a disease by itself, but rather a symptom of a couple of possible problems. It usually is caused by the fish not being able to get rid of excess water in its body. The causes can be related to diet, salt, medication, infection, or poor water conditions.

I'd suggest you start with a 50% water change and add 1/8 teaspoon of Epsom salt (not table salt or any other kind) for every 5 gallons of water. Don't feed them for a few days. If they seem to get better from this treatment, do another 25% water change and feed them a few cooked peas or other greens if they'll eat.

If this doesn't seem to help, you may need to use a broad-spectrum antibiotic like Trisulfa, Furanace, or the combination of Marycn and Marycn 2. Not all cases of dropsy can be cured.

This is Dropsy, it normally means fluid in the abdomen, but in fishkeeping it includes all diseases which make the abdomen swell abnormally, these diseases often can't be distinguished from each other with out a post mortem.
CHRONIC DROPSY
Is a swollen abdomen that developes slowely is generally due to cancer in the internal organs or the presents of large parasites ( the effect of there size alone, or because they cause liver or kidney damage or peritonitis) In such cases the dropsy won't spread to the other fishas long as you remove the effected fish from the tank when it got ill.
To get an accurate diagnosis(for the sake of your other fish as koi are expensive ) take it to the vet for a post mortem.

ACUTE DROPSY
sudden swelling causes the fish's scales to stand out. tThe most commen cause of this problem is bacterial septicaemia. Veternary treatment of the effective fish and its contents will be necessary, the vet will give you antibiotics.

That is called "Dropsey" they have all kinds of antibotics for it ,but I hate to be the barer of bad news, but the success rate of those medications STINK!!! Your fish probably won't make it.
