sarcastic and dumb? they sure try lol! But correctly sarcastic and dumb...nope, never heard of that. The smart people just laugh at the dumb people who try.

Answering seriously.
Anyone can be sarcastic on some level, but I agree, the best comes from the brightest people. You don't have to be cynical though- lotsa times the best sarcasm is with a wink. The kind that is meant to hurt rather than entertain is a defense mechanism. All kinds of wit is heavily reliant on intellect- sarcasm included. However there are lots of very intelligent people - many of the most intelligent I know- who are NOT sarcastic at all. Maybe it's a personality thing more than an intelligence thing. I think it's largely relative to one's sense of humor.
The worst is when people don't pick up on it . Not the kinda stuff that ya wanna try to explain.

That was going to be my answer. You need some intelligence to be sarcastic. I grew up with sarcasm. Unfortunately now my man is becoming sarcastic, so I'm getting it back.

A person can be stupid and sarcastic, but their sarcasm is usually weak and has no value.

It doesn't tak too much intelligence to be sarcastic. However, it DOES take intelligence to know how sarcasm could affect someone if they are sensitive.

Oh yes it is possible. I have experienced it from several people I used to know. They were totally ignorant and even used bad grammar during their little attack of sarcasm. Good luck and God Bless!

Yes. Although they might not know they are using sarcasm. But if it helps sarcasm is used by everyone.
