CGI and PHP are two different things. CGI is the interface protocol that lets you run Perl scripts or other server-side programs from a web page. PHP is an alternative to CGI scripting. There are tons of ready-made scripts out there, including lots of free ones. A good basic form-handling script is called formmail, and exists in both Perl and PHP versions - Google for it.
