Your clutch spring(s) returning the pressure plate to lock up the clutch is supposed to return the lever to it's static position.

When you pull the clutch lever, the clutch cable is pulling, which turns the clutch release lever.
The clutch release lever is actually "pushing" the clutch plates apart.
The clutch springs that hold the clutch basket and pressure plate together, are getting compressed when the clutch is activated.
When you release the clutch lever, the compressed springs while expanding, are "pulling" the clutch plates back together.
While pulling the plates together, the clutch release lever is getting pushed back to it's idle position.
While the release lever is being pushed, it pulls the cable and clutch lever back to rest (lever out).
I know, it sounds complicated. With experience, comes knowledge.
When you put the clutch cover back on, either you didn't put the clutch pusher back in, or if you changed the clutch, you left the washer out, between the inner and outer basket.

Take the cover off and make sure you didn't accidently unhook the spring from the lever.
