According to the college board the average tuition cost for a four year college is around $20,000. In other countries such as Switzerland, Canada, Spain etc. it's not even half of that. Is there any specific reason for this?

Actually, your figures are quite a bit too low.
If you check the websites for some of the elite colleges, you can find that their estimated costs for a year are approaching $50,000, so a BA or BS could cost over $200,000. Also, many students do not graduate in only 4 years but take 5 or 6 years. And, in the USA a BA or BS is considered the least education you can have for a career. Most Americans who are aiming for professional positions go on to have MS or MA or PhD degrees. So, the total cost of their educations is likely to be closer to $400,000.
But, over the course of a lifetime, the average increase in earnings for someone with an MBA or PhD who is pursuing a career in business or a technical field could easily be $2 million or more higher. So it is a good investment.
In many countries the colleges are highly subsidized by the governments. That is a good deal for the students, but someone has to pay for that education, so it is the taxpayers who must pay. You get a low cost education, but then you must pay very high taxes the rest of your life to support the schools. It is more of a buy now, pay later situation.
Pretty often, you get what you pay for. That is the reason why 500,000 international students come to the USA every year for school. And they pay full price - no discounts. So, people around the world who are wealthy and can afford the best know what to do....

Either the cost of living is lower there or the state subsidizes the education system.
The cost for a STATE RESIDENT, American Citizen at a State University is cheaper than your figures.
And you're figure are probably a mean average. Harvard, USC and Julliard charge $40-50K per year!
A 4 year education there is over $120K

Our cost of living and salaries are different from other countries, along with lack of funding in other areas dealing with education.

Well, I assume because the US government taxes extremely on everything and because the schools generally have very good education thus costing more to get it.
