For this you want to use ohm's law
V= IR
V= voltage
I= current
R= resistance
rearrange the formula to solve for R
R = V/I
R = 9/3
R= 3

Use Ohm's Law:

E\I*R

E= Electromotive force (voltage)
I= Current (Amps)
R= Resistance (Ohms)

Voltage divided by current gives you resistance
Voltage divided by resistance gives you current
Current times resistance gives you voltage
