River rocks or stones - you can get them at places like Home Depot. Get ones that are at least an inch across, and the ones with sharper edges should discourage cats from digging in your garden.

Alas, cats will always go where you leats want them to....
But, on a more easily managed note, you can add a neutral wood chip mulch over the top of your bed. it will discourage the cats a bit (they won't leave you solid presents anymore) and help control weeds. When i say neutral, i mean not acidic, like pine, or basic, like some trees i can't think of right now. Anyway, good luck!

Try some of the rubber mulch, I think Lowes carries it, it will hold up great and it looks like mulch, you can do a web search for rubber mulch and see the different colors that are offered, also a few moth balls spread around the rose garden should get rid of the cats....good luck, hope this helps.

I have heard that 1 part white vinegar and 5 parts water in a spray bottle. Then spray the area and this acts a deterent

I use the natural method of leaving pruned rose branches, thorns and all, in the areas cats like to go. They don't like walking on thorns to do their stuff. Might not be the most attractive solution, but it is effective.
