I would say that arrogance would always contribute to ignorance. Some things can only be perceived through the eyes of humility.
But I think it is possible to be ignorant without being arrogant. An ignorant person may need more education, but their character could be in full bloom.

Yes - they sometimes contribute to each other but most often, I find that arrogance comes from a sense of entitlement - most arrogant people feel superior, wether by means of wealth or education, and are not "ignorant" at all - some arrogance comes from insecurities about their "place' but I personally feel that they are on two entirely differnt ends of the spectrum...

Very much so, if you are arrogant, you think you are great comparatively. If you find out you are actually just the best out of your fam and everyone else can beat you silly at (any skill, game or whatever here) then you have just learned ..no, you are not as great and super as you thought, arrogance thinks they are better, no one is better then everyone. They may not get that.
(note that there are also smaller cases, where it's not as blatent as "I'm better then you. period." and other things also bring arrogance on)

Often, but certainly not always.
The reason they can is because one who is arrogant believes they know everything. In believing this, they cease to seek answers, therefore, are ignorant on certain matters.

Yes, arrogence is overconfidence. Confidence in ideas leads people to shut out other ideas. Shuting out ideas = ignorance.
