The white layer you see at the top is a buildup of protein waste and other matter. The film itself is not dangerous to the fish, but is a sign that you have a build-up that can lead to ammonia and other harmful conditions.

You can take measures in getting rid of the surface film. One way is to buy a protein skimmer (different than the saltwater type) that you can connect to your canister filter's incoming tube. Another way is to just have surface agitation. There are my methods of doing this: move spray bar (if you have a canister filter) near the surface; or put in a bunch of bubblers (not really recommended for heavily planted tanks. As long as you can have movement at the surface, the white film should not form. Hope this helps

That can be from several sources depending on exactly what the layer looks like, but be sure that your filter is moving the surface of the water and that it has fresh carbon in it and it should take care of the problem in a few hours. This is very rarely anything dangerous to the fish as long as you get it out of the tank with the filter.

check to filter. put some aquarium salt in the tank (about a teaspoon or two will do). if the filter is drity or you haven't put aquarium salt in the tank lately, that might be the problem. in order to keep the tank comepletely clean, you need to change all of the water, not just 30%.
