I am assuming that you are talking about the numbers in each corner for the Federal Reserve district. Check the Federal Reserve bank seal at the left - it will have the name of the city where that branch of the Federal Reserve bank is located.
6 is Atlanta, Georgia (this is the only Federal Reserve branch that issued Series 1995 $2 bills)
9 is Minneapolis, Minnesota (this is the only Federal Reserve branch that issued Series 2003 $2 bills)
Here are the others (All of them issued Series 1976 $2 bills):
1 is Boston
2 is New York City
3 is Philadelphia
4 is Cleveland
5 is Richmond, Virginia
7 is Chicago
8 is St. Louis
10 is Kansas City
11 is Dallas
12 is San Francisco
