It would depend on the context.

That would really depend on what the policy is where you are. If you said it in reference to a co-worker, superior, or subordinate, it may be considered harassment. The definition of harassment is usually very broad and can include anything that makes someone else uncomfortable. If it was only said once, it would be hard to make a case for harassment. Harassment usually is one big action (have sex with me or you're fired) or a series of smaller ones (calling the same employee sexy day after day).

If sexy is referring to something else, like that car is really sexy, I would find it hard to make any type of case for harassment.

I think the basic rule is that anything sexual could be construed as sexual harassment. An initial exposure may be okay, HOWEVER, note that if a person tells you that your use of a certain word, nickname, telling of off-color jokes, the display of pictures, cartoons, or videos at work is offensive to them, it could be considered as sexual harassment.

THIS IS SERIOUS BUSINESS. People get fired for this kind of stuff. If businesses do not come down hard on sexual harassment, they often get sued and the person complaining can often get millions of dollars out of the employer for not preventing sexual harassment.

Even under federal law, a single isolated occurrance is still not sexual harassment. There has to be a pattern of behavior to establish harassment.

And this only applies in the workplace. In the outside world, the standard for harassment is quite different.

If you said it to a co-worker once, probably not.

If you keep referring to them as sexy, then you could get in trouble.

Nowadays you can be sued for burping too loud. I'm sure there are plenty of liberal judges and dirtbag lawyers who would be happy to sue you for using the word 'sexy' because sex isn't allowed to exist anymore thanks to these PC whiners.
