Plastic plants can scratch fish. They also look a little more fake than the silk ones.

Plastic plants look less real than silk. The silk flow in the water like real ones do and have more colors. Plastic plants can be dangerous with certain fish who can get nicked or hurt their eyes (bubble eyed goldfish or celestial eyes for example).

Silk plants have a much more natural look when there is a current compared to plastic plants. Plastic plants are more stiff.

The silk plants usually look more realistic and are softer for those fish with long delicate fins or for fish such as bubble eye goldfish. Other than that it's a matter of personal preference.
