You can, but it probably won't live long. Angel Fish get as big as 4" tall. They need room to swim and grow. I would suggest no smaller than a 10 gallon and that would be small. (10 gal tanks are also easier to maintian water quality once they are cycled) Also, if your tank has only been running for 3 days it has not cycled yet. You need to do an internet search on how to cycle a tank. Angelfish are very sensitive to the high levels of ammonia, nitrite, nitrate that you get while the tank is cycling. Please take no offense, but if you are new to fishkeeping it will be hard for you to keep angelfish. Do some research on them before you buy, and please buy from a reputable aquarium shop and not a chain store. Your fish will tend to be healthier from the start.

For the common goldfish, yes. Just don't turn the heater on. Either that or set it to 65 or something. Some types of goldfish like warmer, such as fantail. They prefer temperatures in the 70s. Research the type of temp. your goldfish needs.

Here's the odd thing about gold fish. They can live in warm water, like 75+. They can live in cool water, 60's. They can live in cold water, like 40's.
The main thing is the temperature has to be constant. Keep in mind that 60-70 is the ideal temperature for ich and you don't want ich.
Tropical fish will die for the ammonia in the waste of gold fish. Gold fish are messy. Tropical fish are very sensitive to ammonia. Gold fish are slightly less sensitive. You will kill tropicals with gold fish present.

Depends on the temp. the heater is set at, and the type of goldfish.
The double tailed goldfish can go up to 75F, and the single tailed goldfish can go up to 90F!
But they prefer it much colder.
If you are thinking of putting goldfish with tropical fish, don't.
Goldfish grow huge, and are much dirtier, that the tropical fish would hate.

well. depending on your temperture. goldfish are cold water fish and like colder temps such 68 degrees F.
