When I start my 1994 accord it makes a funny buzzing kind of sound, similiar to the power antenna but under the hood right by the left wheel, it does it for about 30 seconds everytime and if I roll all 4 windows down at the same time the noise sounds like its straining... what could this be??? should I be concerned?

Does the noise happen when the car is moving at low speed such a pulling out of your driveway or just starting to drive down the street or does the noise happen when the car is sitting at a dead stop? If the noise happens when you are driving off after having started the car, the probability is that you are hearing the brake pad wear sensors that signal you that the brake pads are worn down to the point that they should be replaced. You can confirm this by stepping on the brakes when you hear the noise; if the noise goes away when you apply the brakes then its the wear sensors you are hearing and you'll need to have your front brake pads replaced.

if the noise only happens after you start the car and when you are parked, the noise is the sound of the anti-lock brake pump that runs after start up to confirm that the anti-lock brake system is working properly. That noise is normal. I know you may have just started hearing it, but the funny thing about some normal noises is that you may have never heard it before, but once you do hear it you focus on it and hear it every time. That doesn't mean it wasn't happening before, it just means you never 'heard' it before.

you shouldnt be concerned because its happening to my 2002 accord.. maybe check your bumper see if its loose or check tire pressure and check your engine

its normal in this type of car .
