Yes, it is a man made beach. I don't believe that it is heated. Regarding the cleaning:

"The lagoon contains chlorinated fresh water that is recirculated every six hours at up to 125 litres per second. Water for Streets Beach is pumped through two large sand filters and chemically treated before being pumped back into the pools. Dredge pump and self-propelled sifting machines clean the adjoining pools."

Are you referring to Streets Beach at Southbank in Brisbane?

If so, yes it is very clean. The sand is cleaned daily for debris, the water is continually filtered all day and night and it is not heated. Yes it is a man made beach but a sensational one! Beautiful gardens around, BBQs, plenty of shade or sun and reasonably priced kiosks to get a snack or neaby cafes.

Can't speak for Nantucket - If it's Brisbane Qld in Aus
manmade , possibly cleaner than the local swimming pool.,
I don't think it's heated - don't think it's warranted - only one way to find out mate!
