Congrats!!!!
I would contact the Dean of Students, a student couselor or someone from Admissions and Records. Try to keep your cool, at least for the first couple of people you talk to. I had a similar experience at my local Community college. Don't let the office secretaries juggle you back and forth, some of them are very good at this and have an extended network, you might not realize what they are doing right away. If possible go to the office instead of calling, it is harder to put someone off when they are standing in your office.
Good luck and don't wait to check into this, as most schools will have adjusted summer office hours.

Something about that does not seem right. You definitely deserve Magna com laude, and I would call the school and ask why you did not receive the merit for your excellence in scholastics.
If there is one variable that is missing, it's that you are not an exclusive 4-year alumni student to the university because you are a transfer.
That would still suck though, because you obviously demonstrated high aptitude in undergraduate education!

Ask the college. They are the only ones to give a correct answer/explanation. You should have found this out prior to the graduation.
