You have to prepare the surface below the stones. Make sure the ground underneath is not going to erode after the first rain. Sometime sand and/or pea gravel is needed. At any rate, make sure you are laying them on a hard, level spot.

I used patio blocks stacked 3 or 4 high as foundation/corner supports for an 8x10 garden shed and never had a problem.

unless you set them in concrete, they will not stay level over the long haul. Soil shifts with the rain and makes your stones un level. You can take the unlevel ones and use some sand underneath to straighten them out, this gives good drainage and will keep them in place longer, but not a permanent solution.
