If they played there entire career in the minors that usually means they weren't very good.

No, but several ***** League stars are enshrined in the Hall.
They played in a league equivalent to the Majors, but were never allowed to play in the Major Leagues. They are the only non-ML players in the Hall, so far as I know.

Don't know, but if so I'd guess they were one hell of a manager, broadcaster, or one of the other professions that get elected to the Hall of Fame.

Shouldn't think so, no. C'mon, consider, if a player couldn't make the show, ever, it is highly unlikely he'd be Hall quality.
