Either is fine, and both are valid (it's not like she's choosing between the traditional Lily and a created spelling like Lylleigh or anything like that). ;)
Personally, I quite like Lilly (or Lillie) if it's a shortening of Lillian, Lillias, etc., but as a stand-alone name, it just seems unnecessary. If it will be the given name, I'd probably stick with simply Lily.
