First of all I would take a theater class in school and/or join a theater club in school. Also try out for parts in a local theater in plays. And as you gain experience there are several schools for the performing arts you could get into or college theater. Also as you gain experience compile a portfolio sort of a resume for actors/actresses. Eventually you could get an agent and try commercials and modeling. Then just make the leap to bigger and better.

At your age you will need your parents support. So if they are in that is a start.
If you have no experience you will need to start there. Be sure you are enrolled in drama class. Audition for all shows. Look to community and children's theater. Work, audition and get as much acting experiance under your belt and keep your eyes open for open cattle call casting in your local area for local television commercials. Print modeling and fashions shows don't hurt.
Then look for a reputable agent. NOT A MANAGER! YOU DO NOT NEED A MANAGER! Be sure the agency you choose does not ask for any money. An agent will make a percentage from your future acting jobs. Generally it is between 10 to 20% (and 20% is kinda high) Do not sign with any agent that requires that you pay for acting classes through them or buy head shots through them, that is a scam.
A real agent will find audition work for you but even jobs you take that are not set up by an agent you will have to pay them a percentage so find a good and reputable one.
Get to know other families with acting children your age. And never go to an audition without one of your parents!

Do you have a community theater or acting studio in your town? If so, see if they offer acting classes for kids. Community theaters usually offer classes for adults and kids. If you want to be on stage then singing and dancing lessons would also be great.
Also does your school have a drama club or drama classes. Try to get one class on your schedule or try out for school plays.
Find ways to do some acting. Commercials or being an extra in movies could lead to other acting projects.
Check out trade papers and look for colleges with excellent acting schools. Don't rule out rural colleges, because sometime you get more personal attention from professors.
Headshots are fine, but you will need some acting under your belt before you can send them out. Usually the photos are on one side and your resume on the back. You will need to be in some productions before you do this. Always put where you studied acting and all the current productions you have been in no matter the size of the role you had in the play or musical.
Look for ways to act and then you will be on your way.

Wait until you can get a job and have headshots made.
You can be an actor unless you have headshots.
Ask your mom or dad to call the Community Theater and ask if you can be a volunteer with them.

If you move to a Drama membership you're going to get began on performing. Then you might move to drama tuition. There will probably be possibilities so that you can do auditions and grow to be an actor/actress.

I have the same problem
Audition for community theatre & school theatre first.
Take classes and workshops. I take them at 5th Ave and ACT and others in Seattle Washington.
Just keep getting experience
Sing in choir, ect...

USC, NYU , Rutgers and UCLA all have excellent MFA programs
Take drama in school
look for acting workshops in your area.
PS. all those schools Fine arts programs are really competitive
so keep your grades up.
